Issuer authority and attestation
WAGECODE distinguishes Issuer Authority, the Issuer Authority Descriptor, the Attestation Record and externally mandated Competent Authority.
Issuer Authority
Issuer Authority is an entity authorised, directly or through valid delegation, to compute, issue and/or attest Canonical Wage State Objects within a defined policy, jurisdictional, temporal and authority scope.
Issuer Authority Descriptor
An Issuer Authority Descriptor, abbreviated IAD, is the WAGECODE-aligned descriptor that identifies, describes, limits and binds the authority basis under which an issuer, runtime, institution, competent authority or permitted issuing source issues, attests, records, verifies or supports reliance on a wage-state object or related artefact.
An IAD describes and limits authority. It does not create authority where no valid basis exists.
Attestation Record
An Attestation Record, abbreviated AR, is the WAGECODE-aligned record by which an identified issuer, runtime, competent authority or permitted attestation source records the assertion, confirmation, issuance, verification or attestation status of a wage-state object or related protocol object under a declared authority basis and scope.
Attested does not automatically mean valid, legally final or universally authoritative.
Competent Authority
Competent Authority is an external authority whose relevant power to adjudicate, suspend, invalidate, approve, determine or otherwise act arises from law, regulation, court order, contract or another recognised mandate rather than from WAGECODE conformance or runtime branding.
WAGECODE does not confer Competent Authority status. CWSO Authority, an issuer, a registry operator, a verifier or a conformant implementation is not a Competent Authority unless it separately holds an applicable recognised mandate.
Attestation versus validity
Attestation records an authority assertion. It does not make error or contestation impossible.
Delegation, expiry and revocation
Authority may be delegated, time-limited, or revoked. An IAD records the basis, scope and limits so that expiry or revocation is inspectable.
Runtime and IP boundary
Issuance by a runtime does not by itself establish conformance, and conformance does not grant or imply a licence to CWSO Authority proprietary runtime assets.
